The purpose of this Request for Proposal is to invite Real Estate Construction Project Managers (Construction Project Manager or CPM) to submit a proposal to oversee NHSSA’s rehabilitation and new construction of single and multi-family housing development projects.
The CPM is responsible or planning, coordinating, and overseeing construction projects from pre-construction through
closeout. This role ensures projects are completed on time, within budget, and in accordance with design specifications, contracts, and regulatory requirements. The CPM serves as the primary point of contact amongst NHSSA, real estate professionals, General Contractors, and potential homeowners. Experience working with HUD’s HOME, CDBG, NSP and other local, state and federal funding is preferred.

Request for Proposals (RFP): General Contractors
NHSSA is seeking qualified General Contractors (GCs) to submit proposals for the rehabilitation of single-family homes throughout San Antonio. Our initiative focuses on purchasing, rehabilitating, and selling homes to Low- to Moderate-Income (LMI) families. Eligible buyers will have incomes up to 120% of the Area Median Income (AMI), in accordance with HUD-adjusted income limits for San Antonio.
Project Overview

Properties are located primarily in Council Districts 2, 3, and 5

Homes have been abandoned, foreclosed, or vacant for extended periods
-
NHSSA will provide a detailed scope of work for each property
-
Construction timelines must be completed within 60 days or less
General Contractor Will:

Plan and coordinate all construction activities
-
Obtain all required permits and approvals
-
Oversee the full rehabilitation process from start to finish
-
Ensure timely completion within project deadlines
-
Provide regular progress reports (daily, weekly, or monthly as requested) to NHSSA’s Construction Project Manager

Contractors with experience working with federally funded housing programs are strongly encouraged to apply, including:

Request for Proposals (RFP): CDFI Consulting Services
The purpose of this Request for Proposals (RFP) is to identify and engage qualified Community Development Financial Institution (CDFI) consultants to conduct a comprehensive organizational assessment.
The selected consultant will be responsible for evaluating NHSSA’s current lending operations and overall business strategies. This assessment will include actionable recommendations aimed at strengthening organizational effectiveness, enhancing financial capacity, and increasing community impact.
In addition, the consultant will:

Identify opportunities for new lending products

Recommend and support implementation of innovative business strategies

Identify new and emerging funding and resource opportunities

Provide guidance and assistance with the annual CDFI certification submission process
This engagement is intended to position NHSSA for sustainable growth, improved operational performance, and expanded service to the community.

Reporting to the Executive Director, the Accounting Manager will be responsible for advancing NHSSA's mission by effectively managing all accounting functions while ensuring the financial sustainability of the organization and leading a dedicated team. This role requires a financial leader with a strong background in grant management, affordable housing, nonprofit management and financial expertise.
